Gelrud, South Ural State University, Chelyabinsk, Russian Federation, gelrud@mail.ru Abstract The article provides a complex of interconnected mathematical models designed for the management of project activities at all stages with the participation of different stakeholders. Using data models aimed at improving the efficiency of stakeholders, provides consistency, integrity and adequacy of the decisions made at the management of complex project. Models for different stakeholders (investor, customer, supplier, project manager and his team, regulators, commercial service) are the models, completely new with regard to existing. Every stakeholder in its own way sees the object of control, takes into account the priority for the parameters and indicators, provides management of the project or other object at a certain level – strategic, tactical and operational. In this paper, the requirements for the competence of different stakeholders that an entirely new direction, which is subject to further development and improvement.
